Stir Fry Beef and Green Pepper

1 lb. flank steak, sliced thinly
3 T. soy sauce
1/4 t. pepper
1 T. corn starch
1 large green pepper, sliced 
1 bunch green onions, chopped
1 t. ginger root, grated
1  clove garlic, chopped
1 T. soy sauce
3 to 4 T. oil
  1. Mix beef with the next 3 ingredients and set aside.
  2. Heat 2 T. oil and stir fry beef until is cooked and 2 to 3 minutes.  Remove to a plate.
  3. Add 1 T. oil, saute onions, ginger and garlic.
  4. Add green pepper and 1 T. soy sauce.
  5. Stir and cook for 2 minutes.
  6. Add cooked meat.  Mix well and serve hot.
